What type of bug is this? I'm not sure if it's a bed bug or cat flea.

those are fleas not bugs

With that many legs and two sets of antennae ... no insect - no 'bug' nor 'flea'. Those are Crustacea.

Do you live near a beach/sea shore, or have just visited, if so my bet would firmly be on harmless amphipods, often found on shorelines, and harmless detritivores.

Something akin to Shrimp or woodlice.. and dead ones often go reddish ...
