What happens to the sequestered CO2 in a tree when it is harvested? Is it released or is it still within the tissue of the tree? Is CO2 only released when the tree is burned, for instance?

CO2 is a gas so once the gas flow mechanisms stop working it will all be released. If you're talking about carbon then yes it will be released once the tree is burned in the form of either CO2 or CO.
