If we use a Somatic Cell Nuclear Transfer technique to undergo reproductive cloning to create a dog (somatic skin cell from a male dog and enucleated egg from a female dog), are the cell-surface antigens of the puppy's cell IDENTICAL to those of the male dog's cells?

No because cell surface antigens are affected by what type of cell it is, it's activation state and it's environment. The puppy will carry identical genes to the male dog but the genes aren't necessary identically expressed.
